The paper discusses: the relationship between the individual and the state; the evolution of a right to informational privacy from a general right to privacy; informational privacy and policing interests in computers; and computer encryption technologies--private-key (DES) and public-key (RSA) cryptography. The paper then applies the relevant public interests to computer encryption technologies.
